Sibbesborg In Finnish
The Sibbesborg area is situated approximately 30 kilometres east of the centre of Helsinki. It is bisected by the main transport route, the Porvoonväylä motorway. The possibility of a regional rail network has been mooted for decades, but in-depth investigations into its implementation have only recently been carried out. The landscape is dominated by the Sipoo river basin and Sipoo Bay (Sipoonlahti), bringing the element of water right to the the heart of the Sibbesborg area. Typical features of the local landscape are the small rocky areas with their striking details, and several places of natural interest can also be found in the area.
Sibbesborg is a large-scale area development project whose purpose is to respond to the needs of the growing metropolitan region, and also to help establish a goal-oriented and sustainable pattern for the growth of community structure. It signals not only a change in the community structure of Sipoo, but also a change in planning practice, because the project aims to develop the practices and manner of community planning also on a broader front.
Area development project is based on the results of the open international planning competition for sustainable community organized in 2011 by Sipoo Municipality as well as several regional strategies and plans. During 2012 was conducted a Development Policy for Sibbesborg, sustainability criteria of Sibbesborg and preliminary study of the eastern extension of metro on the basis of the competition winning entry. Development Policy summarises environmental and local strengths and identity factors. Development Policy connects visions to regional plans and strategies. Sustainability criteria gathered views on land use factors affecting on sustainability and customize them as criteria to evaluate the plans and setting guidelines for new solutions. Also a set of indicators for monitoring compliance with the criteria are defined. These instruments allow us to evaluate planning projects on different levels, and also to see whether they do indeed lead to a new, sustainable community in Sipoo.
The name Sibbesborg has a long history. A castle was situated on Sibbesborg Island as early as the late 14th century. Since its abandonment, the area has remained virtually unaltered. Over time, the shoreline has receded, and today the area is surrounded by farmland.
In addition to the centre of Söderkulla, the Sibbesborg area also includes other developments such as the Eriksnäs Estate which is situated to the east of Sipoonlahti. It is currently undergoing area planning, as part of the Sipoo 2025 Master Plan.
Sustainability as a must
Today, all over the world, all of the planning presents itself as sustainable. This change in planning paradigm began in the 1980s. Planning level has developed a number of criteria, guidelines, and policy-based guidelines and check lists for assessing the sustainability of the plans. Also in the development policy for Sibbesborg defines a custom made set of criteria which is expected to lead to successful implementation of the goals, and also a set of indicators for monitoring compliance with the criteria. The criteria described in the current trends and patterns of thought and their references to the sustainability point of view. It has already affected as separate process (guidelines) and will function as check list for sustainability.
Local master plan for Sibbesborg continues the process combining the premises with the aim of developing planning practice and methods of interaction.
We use term ”master plan” even the task is to get rid of the fixed method of modernistic planning who also calls himself Master. The process is the Master and Plans are decisions in Sibbesborg case – series of process decisions it will be.
Scale of the plans is focused in the near future but the goals are more far-reaching. Project area is about 2000 ha where currently lives about 3000 inhabitants are located a bit less than 1000 jobs. Vision for next 50 years is a conurbations of 70 000 people. But scale of the plans (key projects) is still unknown as they are the actual output we try to master via co-design. It may be something between 20 000 – 50 000 inhabitants calculated by efficiency of the type in areas reserved for housing.

In 2018 it is our goal to complete the Master Plan for Sibbesborg so that we could have the main public hearing in spring 2019.
