Officer for Social Affairs

Officers for social affairs help and advice you if you are dissatisfied with the treatment or services you or one of your relatives have received within social services. Officers for social affairs do not make decisions or grant benefits. The officer gives you guidance, helps you in filing in a complaint, or works to promote and enforce your rights in some other way.

Officers for social affairs provide their services for clients in any of the municipal social and health care provider units, early childhood education service units and private social welfare units.

You may contact the officer for social affairs if you

  • are unsure about whether you have received the social services you are entitled to
  • are unsure about whether someone near to you receives the services and support they need
  • find a social officer’s or their superior officer’s behaviour in some matter to be inappropriate
  • do not understand a decision, contract or calculation given to you
  • use private social services and are unsure about your status
  • want non-biased information about how different laws and regulations are implemented, and how the social work in your municipality of residence is practiced
  • want to learn more about your rights as a client.

In the municipality of Sipoo, social affairs officer services are produced by The Centre of Excellence on Social Welfare in Päijät-Häme and eastern Uusimaa Verso. The services are free of charge for people living in the municipality.

Basic information and legislation

A Social Ombudsman promotes the rights of social welfare clients and the implementation of these rights in social welfare issues. The Social Ombudsman provides advice, assists people in filing complaints that concern social welfare services and informs social welfare clients of their rights. The Ombudsman monitors the development of the rights and status of social welfare clients.

The Social Ombudsman does not make decisions or grant benefits. The Social Ombudsman is a neutral actor who, rather than taking legal action to secure the clients’ rights, has an advisory role.
